Jaffra was the personal assistant and bodyguard of Prince Restivon of Khirinan. He was played by Michael Bailey Smith.

Jaffra was resident of Khirinan, a small (fictitious) island nation located somewhere in eastern Europe (A Tale of Two Sister Cities).
Jaffra accompanied Prince Restivon to Nantucket to attend the sister city ceremony. It appears that one of his duties was caring for the royal dogs. He also delivered a note from Princess Fala to Brian Hackett requesting he sit next to her at the reception dinner (A Tale of Two Sister Cities).
